1998-2007年,衡陽華菱不(bu)銹鋼(gang)管廠以(yi)減員(yuan)增(zeng)(zeng)效、剝離(li)輔(fu)(fu)助(zhu)(zhu)、三項制度改革(ge)等為主(zhu)要(yao)內(nei)容,加快轉機建制步伐。按照建立“政(zheng)企(qi)(qi)分開、權責明確、產權清(qing)晰、管理科學”的(de)現(xian)代企(qi)(qi)業(ye)制度的(de)要(yao)求,衡鋼(gang)以(yi)資產經營為紐帶,大力推進“分離(li)輔(fu)(fu)助(zhu)(zhu)、精干主(zhu)體(ti)”的(de)企(qi)(qi)業(ye)改制工作(zuo),1998年至1999年,共(gong)剝離(li)9個輔(fu)(fu)助(zhu)(zhu)部門。在(zai)集團公(gong)司的(de)扶植下,輔(fu)(fu)助(zhu)(zhu)單位自我(wo)生(sheng)存能力不(bu)斷(duan)增(zeng)(zeng)強。

員(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)工(gong)實現能進能出(chu)。2012年(nian)前,公(gong)司(si)(si)處于規模擴(kuo)張期(qi),通過(guo)推行業務和勞(lao)務外包,正(zheng)(zheng)式員(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)工(gong)人數基本穩(wen)定(ding)。2012年(nian)后,為應對日(ri)益(yi)嚴峻(jun)的(de)市(shi)場形勢,為提高(gao)勞(lao)動生產(chan)率(lv),2012-2015年(nian)公(gong)司(si)(si)以裁減(jian)(jian)(jian)大(da)(da)部分勞(lao)務用(yong)工(gong)等為抓(zhua)手,大(da)(da)力盤活人力資源。一方面大(da)(da)量撤減(jian)(jian)(jian)、清退業務和勞(lao)務外包用(yong)工(gong),2012年(nian)是公(gong)司(si)(si)裁減(jian)(jian)(jian)勞(lao)務用(yong)工(gong)力度最(zui)大(da)(da)的(de)一年(nian),裁減(jian)(jian)(jian)1200余人,裁減(jian)(jian)(jian)比例(li)達40%。另一方面倡(chang)導“一人多崗(gang)、一崗(gang)多能”,建立分流退出(chu)通道,采取緊縮崗(gang)位、強(qiang)化分廠(chang)定(ding)崗(gang)定(ding)員(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)、變革生產(chan)班制(zhi)、頂(ding)替勞(lao)務工(gong)、業務整合、自動化改造、內退、解除勞(lao)動合同(tong)等一系列舉措,控制(zhi)和減(jian)(jian)(jian)少一般管(guan)理人員(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)、輔助人員(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)和富余工(gong)序(xu)人員(yuan)(yuan)(yuan)(yuan)(yuan)(yuan),四年(nian)間崗(gang)位用(yong)工(gong)減(jian)(jian)(jian)少近2800人,其中(zhong)勞(lao)務用(yong)工(gong)約1800人,正(zheng)(zheng)式員(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)工(gong)近1000人。2016年(nian)是公(gong)司(si)(si)裁減(jian)(jian)(jian)正(zheng)(zheng)式員(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)工(gong)力度最(zui)大(da)(da)的(de)一年(nian),堅持精簡高(gao)效,推行大(da)(da)部制(zhi)改革,管(guan)理部門個數由14個降至(zhi)(zhi)7個,管(guan)理科室控制(zhi)在55個以內。借(jie)助精簡機構、整合業務、頂(ding)替勞(lao)務工(gong)等手段,全(quan)年(nian)減(jian)(jian)(jian)少用(yong)工(gong)1361人,其中(zhong)正(zheng)(zheng)式工(gong)886人,所(suo)有轉崗(gang)分流人員(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)均得(de)到妥善安置。2017年(nian)減(jian)(jian)(jian)少用(yong)工(gong)424個,其中(zhong)正(zheng)(zheng)式工(gong)231人。正(zheng)(zheng)式員(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)工(gong)人數首次“破四”,降至(zhi)(zhi)3941人。勞(lao)動生產(chan)率(lv)攀升(sheng)(sheng),全(quan)年(nian)人均鋼管(guan)產(chan)量284噸,同(tong)比提升(sheng)(sheng)48%。
收入(ru)(ru)(ru)實(shi)現能高能低。堅持(chi)“效益優(you)先、兼顧公(gong)平(ping)”原則(ze),在勞動(dong)生(sheng)產率和企(qi)業效益不斷提(ti)高的基礎上,增加員工(gong)收入(ru)(ru)(ru)和勞動(dong)保障水平(ping)。規范和完善(shan)員工(gong)薪(xin)酬體系,強化效益導(dao)向,鼓勵(li)員工(gong)積極(ji)投身創新創效活動(dong),將收入(ru)(ru)(ru)向生(sheng)產、研發、營銷一(yi)線等(deng)為(wei)公(gong)司創新創效人(ren)員傾斜,合理(li)拉開收入(ru)(ru)(ru)差距,形成收入(ru)(ru)(ru)增長靠貢獻的薪(xin)酬分配(pei)格(ge)局。2018年員工(gong)人(ren)均(jun)收入(ru)(ru)(ru)達9萬元,比1977年的600元增長150倍。
強化(hua)(hua)技(ji)術(shu)創(chuang)新,“提檔(dang)加速”進軍(jun)高端(duan)產(chan)品(pin)市場(chang)。在(zai)引(yin)進和(he)消(xiao)化(hua)(hua)吸(xi)收國外先進無縫(feng)鋼(gang)(gang)(gang)管生產(chan)裝備和(he)技(ji)術(shu)的(de)(de)(de)基礎上(shang)(shang)(shang),衡鋼(gang)(gang)(gang)插上(shang)(shang)(shang)科技(ji)創(chuang)新的(de)(de)(de)“翅膀”,開始(shi)在(zai)無縫(feng)鋼(gang)(gang)(gang)管制(zhi)造的(de)(de)(de)領域啟航(hang)并騰(teng)飛。從1987年(nian)到1997年(nian),衡鋼(gang)(gang)(gang)進行了大(da)小130余項(xiang)(xiang)(xiang)技(ji)術(shu)改造和(he)700余項(xiang)(xiang)(xiang)技(ji)術(shu)改進,完(wan)成(cheng)重大(da)科研項(xiang)(xiang)(xiang)目38個,新技(ji)術(shu)推廣(guang)14個,其(qi)中5項(xiang)(xiang)(xiang)技(ji)術(shu)獲(huo)國家專(zhuan)利、6項(xiang)(xiang)(xiang)獲(huo)省(sheng)冶金系統科技(ji)進步獎、10項(xiang)(xiang)(xiang)處于國內領先地位。其(qi)中,企業(ye)自行設計(ji)的(de)(de)(de)ф108mm三輥高精度(du)熱(re)軋無縫(feng)鋼(gang)(gang)(gang)管機(ji)組有(you)效填補了中厚壁鋼(gang)(gang)(gang)管生產(chan)的(de)(de)(de)空白,引(yin)進消(xiao)化(hua)(hua)吸(xi)收的(de)(de)(de)Φ89mm半浮芯棒連軋管機(ji)組使企業(ye)在(zai)高壓鍋爐管、油管市場(chang)上(shang)(shang)(shang)搶(qiang)占(zhan)先機(ji)。
2003年(nian)(nian),衡鋼(gang)(gang)拉開二次(ci)創業的序幕(mu),進入(ru)新一輪(lun)大(da)技(ji)改時期,相繼(ji)建成(cheng)了(le)二連軋(ya)項目(mu)、大(da)管(guan)坯(pi)項目(mu)、套管(guan)加工(gong)(gong)生產(chan)線等一大(da)批(pi)管(guan)國家(jia)、省(sheng)市重(zhong)點(dian)工(gong)(gong)程。2007年(nian)(nian),圍(wei)繞“十(shi)一五”發展規劃,實(shi)施(shi)了(le)ф108mm機組改造,啟動了(le)特(te)(te)大(da)口徑軋(ya)機、煉鐵系統建設。2000年(nian)(nian)至2007年(nian)(nian),衡鋼(gang)(gang)開發油(you)田用管(guan)新鋼(gang)(gang)種(zhong)35個,擁有自主知識產(chan)權的經濟型油(you)氣用管(guan)HS系列用鋼(gang)(gang)種(zhong)6個,自主開發的HSM特(te)(te)殊扣申請了(le)專利。

2008-2018年,衡陽華菱不銹鋼(gang)管廠共有29個(ge)項目獲市級及以上科技進(jin)步獎(jiang)(jiang),國(guo)家科技進(jin)步獎(jiang)(jiang)實(shi)現(xian)從無到有,“電弧爐煉鋼(gang)復合吹煉技術的研究應用”榮獲2016年度國(guo)家科技進(jin)步二等獎(jiang)(jiang)。P91無縫鋼(gang)管及其制備方法獲中國(guo)專(zhuan)利(li)優秀獎(jiang)(jiang),另有5個(ge)專(zhuan)利(li)在湖南省、衡陽市獲獎(jiang)(jiang)。國(guo)際(ji)專(zhuan)利(li)申請實(shi)現(xian)突破,首次實(shi)施PCT專(zhuan)利(li)申請2個(ge)。主持制定國(guo)家和行業(ye)標準(zhun)9個(ge),其中國(guo)標5個(ge)、行標4個(ge)。
