強化黨的領導,打造企業發展“紅色引擎”。衡陽華菱不(bu)銹(xiu)鋼管廠(chang)黨建工作持續強化,公司深入開展學習實踐科學發展觀、黨的群眾路線教育實踐、“三嚴三實”專題教育、“兩學一做”學習教育等活動,提升了黨員特別是黨員干部思想政治素養,提高了企業黨組織的戰斗力和凝聚力。

  1998-2007年(nian)(nian),衡陽華菱不銹鋼管(guan)廠以減員(yuan)增效、剝(bo)離(li)輔(fu)(fu)助、三項制度改革等為主(zhu)要內容,加快轉(zhuan)機建(jian)制步(bu)伐。按照建(jian)立“政企分(fen)開、權(quan)責明確、產權(quan)清晰、管(guan)理科學”的(de)現(xian)代(dai)企業(ye)制度的(de)要求,衡鋼以資產經營(ying)為紐帶,大力推進(jin)“分(fen)離(li)輔(fu)(fu)助、精(jing)干主(zhu)體”的(de)企業(ye)改制工(gong)作,1998年(nian)(nian)至1999年(nian)(nian),共(gong)剝(bo)離(li)9個輔(fu)(fu)助部(bu)門。在(zai)集團公司的(de)扶(fu)植下,輔(fu)(fu)助單位自我生存能力不斷增強。

   盤(pan)活(huo)人(ren)(ren)力資源,“鯰(nian)魚(yu)效(xiao)益”激發隊伍(wu)潛(qian)能(neng)。振興衡鋼(gang),關鍵(jian)在(zai)人(ren)(ren)。圍繞激發企業活(huo)力,增強內(nei)生動力,衡鋼(gang)持續完善中(zhong)層(ceng)(ceng)(ceng)管理(li)人(ren)(ren)員年(nian)(nian)度考評、調整(zheng)辦法,建立(li)中(zhong)層(ceng)(ceng)(ceng)退出通(tong)道,努力打造一支精干(gan)高效(xiao)的中(zhong)層(ceng)(ceng)(ceng)隊伍(wu)。2001年(nian)(nian)首次(ci)(ci)對中(zhong)層(ceng)(ceng)(ceng)班子實(shi)施(shi)尾數(shu)(shu)淘汰,干(gan)部(bu)實(shi)現(xian)(xian)能(neng)上(shang)(shang)能(neng)下。2012年(nian)(nian)起(qi)推(tui)(tui)行中(zhong)層(ceng)(ceng)(ceng)三年(nian)(nian)精減計劃(hua),每年(nian)(nian)減少中(zhong)層(ceng)(ceng)(ceng)職(zhi)數(shu)(shu)10%,2014年(nian)(nian)底行政(zheng)(zheng)序(xu)(xu)列中(zhong)層(ceng)(ceng)(ceng)職(zhi)數(shu)(shu)由142人(ren)(ren)控制(zhi)在(zai)100人(ren)(ren)以內(nei)。2016年(nian)(nian)堅持自上(shang)(shang)而下精簡(jian)(jian)中(zhong)層(ceng)(ceng)(ceng)隊伍(wu),行政(zheng)(zheng)和技術序(xu)(xu)列中(zhong)層(ceng)(ceng)(ceng)職(zhi)數(shu)(shu)一次(ci)(ci)性壓減49個(ge),是歷年(nian)(nian)減幅最大(da)的一次(ci)(ci)。中(zhong)層(ceng)(ceng)(ceng)選拔由推(tui)(tui)薦(jian)選拔制(zhi)調整(zheng)為(wei)公開(kai)招聘(pin)制(zhi),2017年(nian)(nian)在(zai)干(gan)部(bu)隊伍(wu)年(nian)(nian)輕化、專業化上(shang)(shang)取得突破,公開(kai)招聘(pin)12名中(zhong)層(ceng)(ceng)(ceng)副(fu)職(zhi),其中(zhong)35歲(sui)以下10名,研究(jiu)生學歷4名。至2017年(nian)(nian)底,公司(si)共有(you)行政(zheng)(zheng)序(xu)(xu)列中(zhong)層(ceng)(ceng)(ceng)75人(ren)(ren),技術序(xu)(xu)列中(zhong)層(ceng)(ceng)(ceng)40人(ren)(ren),平(ping)均年(nian)(nian)齡40歲(sui)以下,呈現(xian)(xian)年(nian)(nian)齡結構(gou)年(nian)(nian)輕化、知識結構(gou)專業化、職(zhi)位數(shu)(shu)量(liang)精簡(jian)(jian)化的格局。

  收(shou)入(ru)實現能(neng)高(gao)能(neng)低。堅(jian)持“效(xiao)(xiao)益優先(xian)、兼顧(gu)公平(ping)”原則,在勞動(dong)生(sheng)(sheng)產(chan)率(lv)和企業效(xiao)(xiao)益不(bu)斷提高(gao)的基礎上(shang),增加員工收(shou)入(ru)和勞動(dong)保障(zhang)水(shui)平(ping)。規范和完善(shan)員工薪酬體系(xi),強(qiang)化效(xiao)(xiao)益導向(xiang),鼓勵員工積極投(tou)身(shen)創(chuang)新(xin)創(chuang)效(xiao)(xiao)活動(dong),將收(shou)入(ru)向(xiang)生(sheng)(sheng)產(chan)、研發、營銷(xiao)一(yi)線等為公司創(chuang)新(xin)創(chuang)效(xiao)(xiao)人員傾斜,合理拉開(kai)收(shou)入(ru)差距,形成收(shou)入(ru)增長靠(kao)貢獻(xian)的薪酬分配(pei)格局。2018年員工人均(jun)收(shou)入(ru)達9萬元,比(bi)1977年的600元增長150倍。


   強化技(ji)術(shu)創新(xin),“提檔(dang)加速”進(jin)(jin)軍(jun)高(gao)端產(chan)品市場(chang)。在引進(jin)(jin)和消(xiao)(xiao)化吸收國外先(xian)(xian)進(jin)(jin)無縫鋼(gang)管(guan)(guan)生(sheng)產(chan)裝備和技(ji)術(shu)的基礎(chu)上,衡(heng)鋼(gang)插上科(ke)技(ji)創新(xin)的“翅(chi)膀”,開始在無縫鋼(gang)管(guan)(guan)制造的領域啟航(hang)并騰(teng)飛。從1987年(nian)到1997年(nian),衡(heng)鋼(gang)進(jin)(jin)行了(le)大小130余項(xiang)技(ji)術(shu)改(gai)造和700余項(xiang)技(ji)術(shu)改(gai)進(jin)(jin),完成(cheng)重大科(ke)研項(xiang)目38個,新(xin)技(ji)術(shu)推(tui)廣14個,其中(zhong)(zhong)5項(xiang)技(ji)術(shu)獲國家(jia)專利、6項(xiang)獲省冶金系統科(ke)技(ji)進(jin)(jin)步獎、10項(xiang)處于國內(nei)領先(xian)(xian)地位。其中(zhong)(zhong),企業自行設計(ji)的ф108mm三輥(gun)高(gao)精(jing)度(du)熱軋(ya)無縫鋼(gang)管(guan)(guan)機(ji)(ji)組有效填(tian)補(bu)了(le)中(zhong)(zhong)厚(hou)壁鋼(gang)管(guan)(guan)生(sheng)產(chan)的空白(bai),引進(jin)(jin)消(xiao)(xiao)化吸收的Φ89mm半浮芯棒連軋(ya)管(guan)(guan)機(ji)(ji)組使企業在高(gao)壓鍋(guo)爐管(guan)(guan)、油(you)管(guan)(guan)市場(chang)上搶占先(xian)(xian)機(ji)(ji)。


  2003年,衡鋼拉(la)開二(er)(er)次創業的(de)序幕,進入新一(yi)(yi)輪大(da)技改(gai)時期,相繼建(jian)成(cheng)了(le)(le)(le)(le)二(er)(er)連軋項(xiang)目、大(da)管(guan)(guan)(guan)坯項(xiang)目、套管(guan)(guan)(guan)加工生產線等(deng)一(yi)(yi)大(da)批管(guan)(guan)(guan)國家、省(sheng)市(shi)重點工程。2007年,圍繞“十(shi)一(yi)(yi)五(wu)”發(fa)展(zhan)規劃,實施了(le)(le)(le)(le)ф108mm機(ji)(ji)組改(gai)造,啟動了(le)(le)(le)(le)特大(da)口徑軋機(ji)(ji)、煉鐵系(xi)統建(jian)設(she)。2000年至2007年,衡鋼開發(fa)油田用管(guan)(guan)(guan)新鋼種(zhong)(zhong)35個(ge),擁有自主(zhu)知識產權的(de)經濟型油氣用管(guan)(guan)(guan)HS系(xi)列用鋼種(zhong)(zhong)6個(ge),自主(zhu)開發(fa)的(de)HSM特殊扣(kou)申請了(le)(le)(le)(le)專(zhuan)利(li)。

  2008-2018年,衡(heng)陽(yang)華菱不銹鋼(gang)管廠共有29個(ge)項(xiang)目獲(huo)市級及以上科(ke)(ke)技(ji)(ji)進(jin)步獎,國家(jia)(jia)科(ke)(ke)技(ji)(ji)進(jin)步獎實(shi)現(xian)從無(wu)到有,“電弧爐煉(lian)鋼(gang)復合吹煉(lian)技(ji)(ji)術的(de)研究應用”榮獲(huo)2016年度國家(jia)(jia)科(ke)(ke)技(ji)(ji)進(jin)步二等獎。P91無(wu)縫鋼(gang)管及其(qi)制備方法獲(huo)中(zhong)(zhong)國專(zhuan)利優秀(xiu)獎,另(ling)有5個(ge)專(zhuan)利在湖南省、衡(heng)陽(yang)市獲(huo)獎。國際專(zhuan)利申請(qing)實(shi)現(xian)突破,首次實(shi)施PCT專(zhuan)利申請(qing)2個(ge)。主持制定(ding)國家(jia)(jia)和(he)行業(ye)標(biao)準(zhun)9個(ge),其(qi)中(zhong)(zhong)國標(biao)5個(ge)、行標(biao)4個(ge)。
